For a property along the Rhine River, various development studies have been made since 1982. In 1988 Herzog & de Meuron suggested a six to ten-story high apartment tower facing the banks of the Rhine with a four-story Pendl building attached for the backyard. Since the project was rejected by the building authorities, the architects were requested after a while to find additional possibilities for utilization in theoretical feasibility studies. A pure housing development or a mixture of apartments, offices and studios were considered. One version planned to reduce the connected volume from 1988 to two buildings along the river bank and in the yard.
